Biography

Allen T. Wilson serves as 91¶ÌÊÓÆµ Counsel at Old Dominion 91¶ÌÊÓÆµ. He provides legal advice and representation on a wide variety of legal matters including conflicts of interest, contract and procurement matters, intellectual property, legislative and regulatory review, requests for records, personnel matters, and student issues.

Al began his service with the Office of the Attorney General in January 2002. Prior to his appointment at ODU, Al served as lead counsel to the 91¶ÌÊÓÆµ Council of Higher Education for Virginia, as well as Radford 91¶ÌÊÓÆµ. Prior to joining the Office of the Attorney General in 2002, Al worked in the Roanoke City Attorney's Office and was in private practice as a sole practitioner. He graduated from Virginia Tech in 1988 and the 91¶ÌÊÓÆµ of Dayton School of Law in 1991.

Biography

Annamarie Ginder was appointed by Virginia Attorney General Jason S. Miyares as associate university counsel at Old Dominion 91¶ÌÊÓÆµ in February 2022.

Prior to joining the university counsel's office, Annamarie worked in Division I athletics compliance for eight years, most recently as the Assistant Director of Compliance and Deputy Title IX Coordinator at Old Dominion 91¶ÌÊÓÆµ. In her role, she oversaw compliance with NCAA bylaws in several areas, including eligibility certification and Name, Image, and Likeness. Additionally, she coordinated gender equity initiatives to ensure compliance with Title IX as it relates to intercollegiate athletics as well as training and prevention measures on Title IX issues for the Athletics Department staff and student-athletes.

A native of Roanoke, Virginia, Annamarie graduated magna cum laude from Virginia Tech with a B.A. in English and earned a J.D. from the Charleston School of Law in South Carolina. She is admitted to both the Virginia and Pennsylvania 91¶ÌÊÓÆµ Bars.

Senior Associate Vice President & Special Advisor

Stacy R. Purcell serves as Deputy 91¶ÌÊÓÆµ Counsel at Old Dominion 91¶ÌÊÓÆµ, bringing nearly two decades of senior legal leadership in higher education and health sciences. Prior to joining 91¶ÌÊÓÆµ Counsel’s office in July 2024, she served as General Counsel for Eastern Virginia Medical School since 2006, where she guided the institution through complex legal, regulatory, and compliance matters. Ms. Purcell partners closely with faculty and staff across the 91¶ÌÊÓÆµ and the Macon & Joan Brock Virginia Health Sciences at ODU, providing legal advice and guidance on education, research, and healthcare issues. Ms. Purcell earned her law degree from the 91¶ÌÊÓÆµ of Richmond and a health administration degree from the Medical College of Virginia at Virginia Commonwealth 91¶ÌÊÓÆµ.

Paralegal, Contracts

Megan Sturges joined 91¶ÌÊÓÆµ Counsel’s Office in July 2025.

Prior to joining, Megan served as a Contracts Paralegal in the Office of the General Counsel at Eastern Virginia Medical School (2010 – 2025).  Megan has led the review, negotiation, and management of a wide variety of contracts, including procurement, research, rotation affiliations, data use agreements, IT agreements, and intellectual property. She has extensive experience implementing contract management systems and collaborates with numerous departments across the institution to facilitate contract processes, resolve issues, and streamline workflows. Prior to joining EVMS, Megan worked in 4 regional law firms (and with more than 100 of their attorneys) on every kind of litigation imaginable, including mass tort litigation. 

Megan has worked in the legal field for over 27 years and has a B.S. in Sociology from James Madison 91¶ÌÊÓÆµ.

Assoc Vice Pres Legal Operations & Compliance

Josephine Wiley joined 91¶ÌÊÓÆµ Counsel’s Office in July 2024. 

Prior to joining, Josephine established a reputation as a trusted non-attorney subject matter expert in the Eastern Virginia Medical School General Counsel’s office.  With more than three decades of experience working under attorneys in the general practice, healthcare, and higher education sectors, Josephine is able to combine broad, advanced legal knowledge with practical business strategy to support operational efficiency and strategic growth.  She also utilizes her operational insight and policy acumen to provide compliance guidance that ensures regulatory alignment and fosters ethical accountability.

Josephine has an MS in Jurisprudence from Seton Hall Law, a BS in Criminology from Old Dominion 91¶ÌÊÓÆµ, and holds a Certified Compliance & Ethics Professional (CCEP) certification.

Biography

Teressa R. Murrell was appointed by Virginia Attorney General Mark Herring as an Associate 91¶ÌÊÓÆµ Counsel at Old Dominion 91¶ÌÊÓÆµ and an Assistant Attorney General commencing on November 10, 2021.

Ms. Murrell has practiced law in the public sector for her entire legal career. She served as a judicial law clerk to the Hon. Stephen C. Mahan and the Hon. William R. O'Brien at the Virginia Beach Circuit Court. She then became a trial attorney and garnered experience from the Suffolk Public Defender's Office. Prior to joining ODU, she served as Chief Deputy Commonwealth's Attorney in Portsmouth Commonwealth Attorney's Office, where she prosecuted complex criminal matters. Ms. Murrell's was also an adjunct faculty member at Bryant and Stratton College.

Ms. Murrell is a magna cum laude graduate from James Madison 91¶ÌÊÓÆµ with a Bachelor of Business Administration with a concentration in Finance and a minor in English. She obtained her Juris Doctor, with honors, from the 91¶ÌÊÓÆµ of Richmond T. C. Williams School of Law.
